define monthly or yearly product's purchases limit

Hello , it's possible to count product limit about order of customer but for the year actually. So calculate the count about the order for this year

in my "prestashop modules store" offer i've got one module that allows to define such limit.
The module is "maximum product quantity" so-called  "limit quantity of product in cart"

it has two kind of limits,

1. applicable to cart only (customer cant place an order for more than X selected product in one cart)
2. applicable to cart with included history of purchases in defined time-frame, for example "customer cant place an order for more than X selected product in one day / week / month / year)
